In this case grubby explained clearly what the problem was.
Please file a new bug report. Especially if there is some good reason your
/boot/efi is read-only.
This is a consequence of the (in my opinion very unfortunate) design decision
that the EFI boot loader uses a grub.cfg that isn't /boot/grub2/grub.cfg.
