Proposing as a Prioritized bug as mentioned in comment 1. This is a
long-standing bad situation for our dual-boot users.

Proposing as a Prioritized bug. This affects just some users (probably those
who used podman/toolbox with some older kernel) and not clean installs, but
their containers will go kaboom once there's a certain system update. This is
very bad.
