I can't seem to find the definitive (or any) answer on the web site.  The 'Upgrading Fedora using yum' section goes through the necessary steps using dracut.  I'm assuming these steps are not required before running preupgrade in F16?

    Well I successfully upgraded to Fedora 17 using the net install method from a bootable USB flash
drive, so that definitely handles the directory rearrangements. The only problem I had was there is no
Radeon Catalyst driver for Fedora 17, and I had to revert to the Gallium free driver, which involved
some changes being made from the command prompt before the GUI worked again. Finally I also ensured that Grub was re installed.
    The preupgrade is one of the methods recommended for upgrading so I would expect it to work, but I've never really felt happy going down that route.
    Whatever you choose to do, I wish you a trouble free upgrade.
