I have the same issue when the DHCP lease expires even though I authenticate again to the network I do not get an IP back without a reboot "systemctl resatart network.service" doesn't even work.

I believe the question is relevant - for other reasons. Sometimes after
suspend/resume the connection is gone and the desktop is right in front
of the router. It would be nice to be able to reconnect to the Wifi
short of rebooting.
