Check out the examples in the /etc/sudoers file as well as the man page for sudoers.

Basically,

## Allows people in group wheel to run all commands
%wheel  ALL=(ALL)       ALL

## Same thing without a password
# %wheel        ALL=(ALL)       NOPASSWD: ALL

No, this is just for command line.  For that I'd look into what Tim had to say.
