However switching back to what XFCE Settings shows as Default and even restarting has no
effect. I settled on one that appears clearly to me, "Blackwall." The symbols in
the top right corner are clearly defined white on black as I prefer.
Yes, I know.
More than one file is involved when the theme is changed. I noticed that not all files
are reverted but haven't had time to narrow things down. If I have time today I may
look more into it.

Similar, but not exactly what I am seeing, and most of them are old, before Fedora-22 and
probably 21. Curiously none of them seemed to have been solved? Not sure what that means
...
Yes, but the problem does appear to have existed when xfce version was changed.
Anyway, I think you are not alone. Besides, every window manager has some feature that
isn't to the liking of some user.
