Well, there are actually 2 places in pavucontrol (I use pavucontrol-qt since I'm on
KDE) where the microphone can be muted.
If you use an application such as "audacity" and start to record from the mic
you
should see "audacity" in the "Recording" tab. The mic can be muted
in that tab as
well as the "Input Devices" tab.

Both are unmuted and functional. One is application and the other in Input Devices. I am
not clear what is going on so I was blaming the kernel. But this works fine on my
student's laptop, also running F28 with the latest kernel.
