It says:
To configure the layout of the application icons in the GNOME Shell, you have to modify
/usr/share/gnome-shell/theme/gnome-shell.css
I do not have this file.
Is something missing?

You're using mutter as your window manager (yeah, gnome3 uses it
by default).
Check that link I sent as to changing your icon sizes. I don't use
Gnome3 so that's about as far as I can help. Someone else may have ideas
about it.
