This is not senseful for Xfce systems, right! I am on a freshly updated Manjaro system (ArchLinux) here. So this issue has nothing to do with Fedora in particular and should be handled upstream somewhere, either systemd (looks for other power managers already active in the system, maybe…) or desktop handlers should instruct systemd as the backend what to do. That design needs clearly rethinking, IMHO.
