Are you proposing that we make a Ubunutu One account and maintain a

This should be doable. None of the issues mentioned in #3202 would be
blockers for uploading there. Things that are blockers:
1. We need a proper debian/copyright.
2. Solving the bundled-js problem. Alternatives:
a. Copying system-provided js libraries at build time. Unlikely to
be done in the short-term, due to the many dependencies.
b. Providing the required js in the dist tarball, ideally making
sure that make clean does not remove them (ie, allow building twice in
a row). This requires documenting the license of all bundled js
dependencies in debian/copyright.
Okay, let's work on that as well.
