I want to weigh in to support adopting a Code of Conduct, preferably
not one we write ourselves. The Contributor Covenant[1] seems to be
one of the better options out there. We could tack the HBR on there,
but I think it's better to keep those matters separate. Codes of
Conduct generally focus on abusive behavior, and I don't see
backchannel discussions of the substance of the project meriting that
label.
Enforceability is a challenge, and if we ignore it then the CoC is
essentially useless, but an escalating ladder of suspension from the
mailing list and git forge (to the degree the platform supports it),
is probably about the best we can do.
