Can you be more specific re "stale locale files", please?
po/POTFILES.in should contain a list of all translatable source files.
We often forget to update that list.

We may certainly use RH-private pool of machines for building and
testing, however I am not sure how transparent it is in a public
project, and we also need a box which will schedule the building.
That means, do we have a machine outside of RH internal
infrastructure, which we can use for scheduling, building and test
execution?
We can consider using ABRT retrace server for that, it's public and it
should handle more services than just retracing. Michal Toman
owns/manages the server.
