That's a very common error and has to do with your postgres
configuration. You haven't configured your postgres database to allow
for connections to be made from your .71 machine. Refer to the Postgres
configuration documentation for how to configure your Postgres'
pg_hba.conf file to allow for connections to be made from other
machines. Postgres has very strict security rules in place out of box
and you must configure your Postgres to allow it to accept connections
from remote machines and users.
