Was able to resolve the issue. Here is how I did it.
Python 2.5 has known issue urllib2 being unable to access HTTPS resources
from behind a proxy.
So I downloaded Python2.7 and tried testing code. But again I got errors
but this were new ones.
Python 2.7 properly pointed out that these resources requires proxy
configuration and authentication.
Also spoke with our administrators to not block my request for any
HTTP/HTTPS request originating from command prompt.
So after doing all above stuffs now everything works fine in Python 2.7 but
not in Python 2.5(due to urllib2 issue).
If you guys have any idea to make it work in Python 2.5 please do share
with me.

I ask because your error looks very similar to ones mentioned by folks

If you're not sure about the proxy configuration, I would recommend
trying your code from a different network, if possible. One that is
definitely not behind a proxy server.
