#331: Change loading of config files, so that autoqa can be run from the gitdir

Go through all of the AutoQA and modify it so that in addition to the
/etc/autoqa also the in-gitdir conf directory is polled for the *.conf
files. Also, the lib/autoqa libraries need to be available in site-
packages, so consider ways of (sym?)linking them there, if the machine
doesn't have them installed or you need to test code that is a part of
them.
This should result in watchers, the autoqa script and possibly more parts
to be able to run from the source directory. This can make certain types
of code testing less harassing in a way of not having to use the VM at all
times.

This is not related only to config loading, changing title. The goal is
basically to be able to run "autoqa ..." directly from the checkout
directory, without installing it. It should load all files from that
directory (config files, libraries, everything). On the other hand, if I
have autoqa installed and run it, it should load system-wide files, not
the local ones, even if I have CWD set to the checkout directory
accidentally.
Definitely not a finger food. Ticket #255 is probably a pre-requisite,
otherwise the code could become a huge mess.

There is one more pitfall, and that is autotest. Currently we have some
autotest hacks in place that we install into autotest library. Without the
installation it will work differently. Something to have in mind when
thinking about this ticket.
