I'm fully aware of the fact that this wasn't discussed well in public, and
wasn't completely fair, because not everyone interested in FISL applied for a subsidy
to go to FUDCon Panama, and so on. I discussed this with Igor, and he assures me that
next year the process will be more open and transparent, and people will know ahead of
time what they have to do to apply for a travel subsidy to attend FISL.
IMHO it was exhaustive discussed in public mailing lists such FUDCon Panning and specially
the Brazilian ambassadors mailing list.
In addition, Rafael's ticket filed at FAmSCo Track was noticed but unfortunately we
don't have budget for everyone as I wrote there. We didn't prevent anyone from
filing tickets exclusively for FISL. The point here is that we just gave priority for
people who were not subsidised for FUDCon. I understand Rafael's frustration, but
assure to you both that this matter was transparently discussed. I *suggested* the
priority criteria publicly and the only person against was Rafael, so he was aware of it
since the very beginning. The others ones completely understood and supported the criteria
as the following thread shows:

The only exceptions to the priority criteria were Daniel, who is the event owner, and
Diego, who is being funded in retribution to what Indifex has been done for Fedora, as
suggested by Jared himself.
For FUDCon Panama I received the same complain, people saying that the process is not
transparent, what is completely untrue since in both cases we discussed everything in
public. For sure the process is not perfect and can improved. Language differences and
different mailing lists where those matters are discussed can create an idea that it was
not public discussed. If anyone have critics about the process please take a look on lists
archives before drawing hurried conclusions.
