New scalable read-write lock implemenation in Fedora Rawhide.

Torvald,
The new v2 rwlock rewrite is now in Rawhide.
It passed all the testing I could throw at it and the regression
test results across the Fedora arches looked good.
I'm moving this forward so we can make the case for glibc 2.25.

Support static linking with debugging information

glibc-static contains a stripped version of libc.a. Why?
There is an unstripped version in glibc-debuginfo, under /usr/lib/debug,
but it is not a debuginfo-only file. It seems suitable as input to the
static linker.
Wouldn't it be more friendly towards developers of you automatically got
glibc debugging symbols when linking statically?
