I looked at the output from a successful kernel build (under
~/rpmbuild/BUILD/kernel []/linux []) here using rpmbuild. I checked for

So the compiler version set in the kernel-local is overriding the
default. Can you do a grep on your kernel-local to be sure it has the
version set as above. It should be in ~/rpmbuild/SOURCES/
grep -i -e 'config_gcc_version' ~/rpmbuild/SOURCES/kernel-local
You could also run the grep I did to see what it shows, in
~/rpmbuild/BUILD/kernel []/linux []
grep -i -r -e 'config_gcc_version' * | less
