[OS-BUILD PATCH] redhat/configs: unset KEXEC_SIG for s390x zfcpdump

From: Coiby Xu <coxu(a)redhat.com&gt; redhat/configs: unset KEXEC_SIG for s390x zfcpdump Commit c58c0d126a4640e5a93287e8e321a1f4c7be2f8a ("redhat/configs: enable KEXEC_SIG for aarch64 RHEL") deleted this file by mistake. Although it doesn't make a difference since KEXEC_SIG requires CONFIG_MODULE_SIG_FORMAT, unset KEXEC_SIG to make kernel-ark consistent with RHEL8 and RHEL9.
