run this once:
sudo echo "options rfkill master_switch_mode=0" >
/etc/modprobe.d/rfkill.conf
This adds a new file rfkill.conf to /etc/modprobe.d, which will tell
rfkill module to set the value of master_switch_mode to 0.
There is a bugzilla entry for this, should be a bug of rfkill module.
