Unless an official fedora LiveCD release includes
devel rpms it's not gonna help me. I post
fixes/patches on various forums around the world, and
there's no way I could host a modded LiveCD myself.

There is hosting space, bandwidth. QA,
documentation, web pages etc
associated with every additional variant. That
overhead is pretty high.
Again if you want to create such a variant, people
here can gladly help
you. Officially hosting it is a entirely different
matter.
