Maybe it's happening a incorrect behavior of "--with-gtk" option.

Has gtk dependencies not found, not only gtkmm.

You can get the source RPM for nsiswrapper by performing the command
'yumdownloader --source mingw32-nsiswrapper'.
(yumdownloader is part of 'yum-utils' in case you didn't have it
installed yet).
