Adopted orphaned dependencies for Spyder

Hi,
I adopted a handful of orphaned dependencies for Spyder, The Scientific
Python Development Environment, and made them neuro-sig packages. Here's
the list:
python-lsp-black
python-lsp-jsonrpc
python-lsp-server
python-spyder-kernels
python-three_merge
I added Jonathan, who maintains Spyder, as co-maintainer to all of above
packages as well as neuro-sig.
Last but not least, python-qtawesome has also been orphaned, but
Jonathan is already an admin of that package, so I didn't adopt that.
@Jonathan, please take python-qtawesome and feel free to add neuro-sig
as co-maintainer with commit rights.
There are a couple of open bugs in the packages I adopted. I will look
into those the coming week(s).

Hi NeuroFedora folks,
Could you please test out upgrading to F39 and let us know what errors
you get, especially with any Neuroscience/scientific packages?
Please run the dnf command on your systems below. Note that it does
*not* do the upgrade, only checks packages.

This command does not replace `dnf system-upgrade`, but it will reveal
potential problems.
You may also run `dnf upgrade` before running this command.
The `--assumeno` will just test the transaction, but does not make the actual
upgrade.
In case you hit dependency issues, please report it against the appropriate
package.
Or against fedora-obsolete-packages if that package should be removed in Fedora
39. Please check existing reports against fedora-obsolete-packages first:

Two notes:
* you may want to run the same command with dnf5 to help test new dnf.
* this command found zero issues on my personal system - great work all
