Packaging gems is relatively easy, especially if you do not have to
patch them and they do not compile any binaries. See also my earlier

to find a way around those problems in our package management.
which is why I suggested to not include gems in Fedora and let users get
gems from the gem sources. I think the best place to address the
problems with gems vs distros is probably in the Ruby community,
although since most of them are on Macs, fair amount even on Windows, I
don't think they recognize some of the same issues.
Note: Python has some of the same issues, although they are so lost in
the tall grass they cannot even decide on their library delivery
platform. At least with Ruby it's only gems.
It might make some sense to have some meta packages such as a Rails
stack for easy server installation - then any lag in versions is not as
critical (I know people who are still running Rails 1.x - "it just works
so I don't touch it").
