Fedora Core includes the updated glibc. It is an entry in the ELF auxiliary table put on the initial stack; the kernel uses it to convey to glibc whether or not it should enable its secure mode. This allows secure mode to be enabled not only for setuid/setgid binaries but also for other kinds of changes (e.g. capabilities, SELinux role/domain changes, etc).
