If it were possible to enable espeak-ng ahead of the installer starting and lynx with numbered links could start up then run that web-based installer some of us might be able to install the new version of the operating system. If the default is firefox, mozilla's standard stuff it puts up on the screen ahead of any application being run with orca running all of the mozilla stuff will need to be disabled so a straight path into the installer is made clear and open. Not necessary to use firefox either since other competitors exist and if one of them works better for an installer experience I'd recommend cancelling firefox for this job. In any event this will prove interesting since from my limited experience web-based apps have lots to be desired with regard to accessibility and I'm being as diplomatic as possible here.
