python-pytest-cov is something I've lobbied has no business in an enterprise
distro at all. And it was removed. It is not in the Buildroot repo. What you
see is a retired package:

How do you recognize a package is "in the buildroot"? If you just search on
kojihub.stream.centos.org your results are not accurate. As in Fedora, it
includes retired packages.
As for EPEL I strongly suggest not to introduce python-pytest-cov either. If
your package depends on it, please drop the dependency instead, see
