[idea] ensure rpmdev-bumpspec correctly bumps the package's spec file

Hello, just wanted to share with an idea in $SUBJ that crossed my mind after reading https://fedoraproject.org/wiki/Fedora_23_Mass_Rebuild (rules are best when executable as a direct form of validation). Even if it would be a semi-automatic (present a diff to the user and solicite her ack) and optional (opt-in), still could be worth it, couldn't it? -- Jan
