Therefore I'd also prefer moving this bugzilla back to pango and reverting Pango to the older version in Fedora 31. That way users don't have to workaround with things like
dnf downgrade -y https://kojipkgs.fedoraproject.org//packages/pango/1.43.0/4.fc30/x86_64/pang... echo exclude=pango >> /etc/dnf/dnf.conf
Since the spacing issue of OTB fonts is also present with pango-1.43.0-4.fc30.x86_64, it will give reasonable platform for coming up with proper and tested solution, hopefully for Fedora 32 or earlier.
