Description of problem:
In pango 1.44, pango dropped support for bitmap fonts, so font packages like
terminus-fonts and ucs-miscfixed-fonts no longer appear in GNOME applications
that use pango, such as Terminal. If you did a dnf system-upgrade from Fedora
30 and were using a bitmap font like Terminus, all your terminals will show the
rectangular placeholders the first time you start a terminal.
Bitmap fonts like terminus and ucs-miscfixed are much easier to read in a
terminal since they are pixel perfect. If Fedora 31 is going to disable
support for bitmap fonts, it needs to be announced and the package maintainers
of those bitmap font packages are going to need to find a way to convert their
fonts.

Steps to Reproduce:
1. install 'terminus-fonts'
2. Start GNOME terminal
3. Open Terminal Preferences
4. Attempt to change the font to Terminus font
Actual results:
If you upgraded from Fedora 30 and had Terminus fonts as the default font, the
first time you launch Terminal, all the text will be the rectangular
placeholders. If you search for the Terminus font in the preferences, you
won't be able to find it.
Expected results:
Use the Terminus font as usual
Additional info:
It appears that pango switched from using FreeType to HarfBuzz, which only
supports truetype. I rebuilt the Fedora 30 pango package (1.43) for Fedora 31,
downgraded it, and now my terminals are fine showing my bitmap fonts.

Description of problem:
FreeType has supported some OpenType related features since 2.5.3 by linking
HarfBuzz at the build time, and continue growing more since then.
Although our build keeps disabling this feature, we have Bug#1853937 now and it
is hard to fix without enabling HarfBuzz in FreeType. it may be time to enable
it in Fedora too because it may be stable enough that they spent 6 years or so
since 2.5.3 has been released.
I'm filing this RFE separetely because it would be better informing this as a
f34 Changes proposal and good to keep it on track.

fonts.conf file
Description of problem: I use a fonts.conf file to make the system use
Cantarell's characters over DejaVu Sans and some of the asian Noto Sans
variants when a font doesn't have them, however, I've noticed that in Fedora,
this doesn't apply, and DejaVu Sans is still used instead of Cantarell.

How reproducible: Always.
Steps to Reproduce:
1. Use my fonts.conf file
2. Open gucharmap and search for the U+2236 (ratio) character under "common".
3. Right click on it.
Actual results: It shows DejaVu Sans instead of Cantarell.
Expected results: It should show Cantarell instead of DejaVu Sans.
