Does anyone know of a way to apply an ipa-restore if you keep the same
hostname, but because the network changed, the host has a different IP

named (of course) and pki-tomcat which don't want to start correctly. I
just can't find a way to change the base IP?
So I haven't tried that exact scenario during a restore but unpacking
the backup and using grep reveals multiple instances of the original
host IP.
The obvious ones are the LDIF directly in the backup archive and the
/etc/hosts file in files.tar.
Additional hits are (no surprise) inside 389 Directory Server.
If I had to change the IP I would at least edit the hosts file in the
backup before restoring.
The next step is to start 389-DS and, using the Directory Manager
password, find and change the relevant entries.
I wonder if it would work with a --data restore instead of the
default
full restore?
As DNS entries are stored in LDAP I think you will face the same issue.
