Fedora (rawhide or otherwise) does not build kernel-tools as a part of
the kernel package, it is a separate dist-git, separate package
kernel-tools.
I know that, but some people, like myself, build fedora kernels for
centos (or rhel), so kernel-tools is actually built, and that is
precisely why I made the patch in the first place, and why I wanted it
backported.
If it is an inconvenience, I can keep reapplying it on my branches like
I do now.
