I had a look at your MirrorManager entry and everything looks correct. I
can also see that clients should already be redirected to your mirror:

I would recommend not syncing from the master mirror but from a
mirror closer to you. You can try to sync from my mirror
rsync://ftp-stud.hs-esslingen.de/fedora-epel/
to see if that works better/faster for you.
dl.fedoraproject.org should only
be used by tier 1 mirrors.
It would help us a lot if you could provide rsync access for our
crawler. Our crawler checks the content of your mirror and using rsync
requires only one network connection in contrast to crawling via HTTP
which can take up one connection per directory/file on your mirror.
