MirrorManager should correctly detect that your mirror has no DeltaRPMs
and only redirect clients which do not request DeltaRPMs to your
mirror. So yes it should be possible to exclude those files if you want
to. If I remember correctly DeltaRPM support is enabled as default and
currently you have to disable DeltaRPM support manually in Fedora.
