[NeuroFedora] Play with the nest simulator using a test case!

Hello, Based on the discussion here: https://pagure.io/neuro-sig/NeuroFedora/issue/339 I've written up a simple test case for the nest simulator here: https://fedoraproject.org/wiki/QA:Testcase_nest_run It'll allow us to: - learn about how the simulator works and what it does, - test the package while we learn. If folks are interested, please give it a go and give feedback on how it can be improved. This will hopefully allow us to get more people involved: they can run simple tests and learn how to use these tools as they do.
