I think both ideas are good. Whereas we can create list of language to
start, which can be easy and direct way, while second approach will
provide more input and data to project (which can be more accurate).
We can discuss this more on irc (currently we don't have dedicated irc
channel for utrrs). Do you think we need to create new one?
You can use one of #fuel-discuss @ Freenode as FUEL project is also working on
standardization of language related aspects.

Unicode Code points can be added to start to any language. few work done
for Mongolian, khmer, thai etc languages, but that is really small.
