Becose "xm migrate..." are not available for fullvirtualisation.
Correct - there is no support for save/restore/migrate for any fullvirt
HVM guests. Upstream xen project is working on this, but don't expect
to see if available anytime in the near future - xen 3.0.5 at the earliest.
