I was able to get rsyncd.conf to regenerate after I set manage_rsync and clean out the links directory.

I examined /etc/rsyncd.conf and found several distros missing. When does rsyncd.conf get regenerated from /etc/cobbler/rsync.template?
During cobbler sync. I suggest you run it manually via CLI or web UI. Make sure manage_rsync is enabled in /etc/cobbler/settings before sync'ing.
