You will need a DHCP server that allows BOOTP and points to the cobbler server
with the next-server DHCP option. Cobbler includes capabilities to manage such
server. cobbler sync will apply changes made in the files in /etc/cobbler/ to
the rest of the system (e.g. /tftpboot/, possibly DHCP/DNS configuration files
and zones, etc).
Then, you will need to check iptables, SELinux, foo, and bar, all of which is
indicated in the output of "cobbler check". Included are: package is not
installed, service is not started and/or service is not enabled.
From there, it all depends on whether the initial DHCPDISCOVER ends up on the
correct DHCP server, whether the response is correct, whether TFTP is turned
on/available, etc., etc. Ergo: troubleshooting capabilities (not all of which
have anything to do with Cobbler itself).
