I get the same result with cobbler under Fedora 10 or Fedora 11 (all
updates applied). Any advise on what may be causing the problem would
be appreciated.

Debian is unsupported and not expected to work.
While I have encouraged this development track in the past, it has not
met the levels of completeness I have wished. As a result, 2.0 will
not support Debain imports or repos -- though distro add will keep a
"--breed=debian" parameter for those that just want basic PXE support.
Use cobbler distro add to create them.
