Short update. The OT issue is solved.
I was wrongly assuming "cobbler sync" replaces "/etc/init.d/cobblerd
restart".
Now after performing the restart of the daemon the dnsmasq process is running
and assumably serving:

The next issue iam stumbling about is that the guests dhcp requests are no
answered by dnsmasq. Firewall is disabled. The dnsmasq.conf in detail:
