Is there a Linux utility that will tell me the current BIOS boot order and confirm that PXE booting is enabled? I ran dmidecode on the servers, but nothing seemed obviously relevant to those issues.

Ipmitool or freeipmi should do it for you.
I haven't done it in a while but this blog looks pretty sane for the process I have used before.
