New wiki template for data moved to a guide

Hello, I`m Jan from Red Hat`s Product Security Team PST. One part of my work is writing a documentation and I`d love to contribute it to Fedora Docs. Currently I am working on Ruby-related secure development guide covering both core lang and Rails. I from Slovakia and based in Brno. I have security background from university and recently joined PST. For starters, I`d like to focus on Ruby and web Security, but I`ll be happy to contribute to any security-related topic.
