OK, this will break some docs when we put this change in, since
docs-common/common/{legalnotice,bugreporting}-*.xml are tied to BOOKID.
I don't mind changing all these to use DOCID, and I'll even do a mass
replacement of BOOKID in existing docs, as long as no one objects.
