[Outreachy] New contributing guidelines for fedora-happiness-packets

Hi all, If you are working on the fedora-happiness-packets project for a Summer Coding project, check out the new contributing guidelines for the project: https://pagure.io/fedora-commops/fedora-happiness-packets/blob/master/f/....
