[Fedora-spins] There will be a testing requirement for the GA release

The details haven't been worked out yet, but as a heads up there will be a testing requirement for spins for the General Availability release that will need to be done by spin owners or their delegates. Failure to do so will result in a spin being dropped. People can give some preliminary feedback here or at our regular spins meetings. I'll be writing something up soon based on todays' release engineering meeting, but I still need to talk to QA about minimum testing requirements before I can write a more or less final version.
