I am one continent away from my rack -- which is the main reason I am
using Cobbler. Can't just walk over there.
Cobbler *did* work fine ... it is installed on a VPS server, and all
dedicated servers that it should be used for are in the same rack.
And it just seems not work with servers where I already have CentOS +
cPanel + a firewall installed. (Right now I am not 100% sure if it
works for other servers, or if it stopped working all together. No
software upgrade or anything was performed.) There is no other
firewall. Since the Cobbler server is a VPS, I only start it when I
need it, otherwise it is off-line, therefore no need for a firewall.
dhcpd is running, yes.

Looking at the new server over KVM I see that it is searching for
about a minute, that ends in:
PXE-E51: No DHCP or proxyDHCP offers were received.
