I'm seeing the same problem on F12 as this user:

Cobbler doesn't think dhcpd exists.
[root@sammy cobbler]# rpm -q dhcp
dhcp-4.1.0p1-13.fc12.x86_64
[root@sammy cobbler]# which dhcpd
/usr/sbin/dhcpd
[root@sammy cobbler]# rpm -q cobbler
cobbler-2.0.0-1.fc12.noarch
[root@sammy cobbler]# cobbler check
The following are potential configuration items that you may want to fix:
1 : dhcpd is not installed and/or in path
2 : change 'disable' to 'no' in /etc/xinetd.d/rsync
3 : since iptables may be running, ensure 69, 80, and 25151 are unblocked
4 : debmirror package is not installed, it will be required to manage debian deployments
and repositories
Restart cobblerd and then run 'cobbler sync' to apply changes.
A couple months later, there is now a test release laying out there, that does fix the
error.
[root@sammy yum.repos.d]# yum --enablerepo=updates-testing update cobbler
[root@sammy yum.repos.d]# rpm -q cobbler
cobbler-2.0.1-1.fc12.noarch
[root@sammy yum.repos.d]# cobbler check
