You could try doing yum info fence-agents --enablerepo=* and see what it
returns. You might have to do disable specific repositories for this to
work.
Any package required by the version of cobbler in EPEL should be present
either in EPEL or in one of the RHEL repositories.
Unfortunately, I don't have access to RHEL 6 (and CentOS 6 isn't out
yet) so I can't tell you specifically where you'd find it.
It actually comes from a couple of satellite channels. Next stable
release I'm going to remove the dependency. Cobbler degrades properly
when the package isn't there, so it really shouldn't be a dependency.
