I tried to find the EPEL package maintainer for the cobbler packages but had no luck.
That would be me, and yes it should be included in the requirements -
I was unaware that it was a separate package (it is not in Fedora,
which is my primary development platform):

So I'm guessing at some point they included this in the default python
libraries, but if RHEL5.8 is still using python 2.4 it must not be
included there. I'll get that fixed in the next release.
